The midfielder has not been capped for England at any level but manager Gareth Southgate is said to be following his progress closely.
This gives Phillips a dilemma as to whether he waits to see if he can force his way into the Three Lions squad with impressive performances in the top flight.
Jamaica have qualified for the World Cup once, finishing third in their CONCACAF qualifying group in 1998. They also finished third in their World Cup group, claiming a historic 2-1 victory over Japan in their final match.
